Matt D'Ambrosia is a serial entrepreneur and seasoned health care information technology executive. His mission is to leverage data science techniques to successfully deliver on the promise of making health care information of all forms useful and actionable throughout the ecosystem encompassing payers, providers and members.
Early on at Vital Data Technology, Mr. D’Ambrosia made his mark by launching, leading and patenting a novel mobile emergency care solution. It was the nation’s first to enable healthcare data sharing among first responders, Emergency Departments and Emergency Medical Services Agencies. Company assets where acquired by a leading Emergency Medical Services technology company.
As Chief Executive Officer and visionary-in-residence of Vital Data Technology, Mr. D’Ambrosia applies his passion for technology and his deep knowledge of the health care ecosystem’s native complexities to continuously innovate. He is regarded as an expert in payer based data automation solutions, population health management care coordination strategies, and mobile-first provider and patient engagement approaches. Matt has shared his future-forward point of view with his peers at well-known venues including: the University of California Irvine, Claremont Graduate University’s Kay Center for E-Health Research, and the National Science Foundation at Massachusetts Institute of Technology.
Mr. D’Ambrosia holds a Bachelor of Arts Degree from Southern Methodist University, and he has personally achieved three Ironman finishes.
Adam is Vital Data Technology’s CFO and has overall responsibility for the company’s finance operations, while also providing support to the company’s sales and marketing functions. He is a senior finance executive with over 20 years working with a wide variety of privately-held and publicly-traded companies in diverse technology sectors. Prior to Vital Data, he was CFO for Decision Logic, a leading fintech company to the personal and business lending sectors. Previously, he was a Managing Director in the technology investment banking group of B. Riley Financial, where he was responsible for executing growth financing, M&A and other advisory assignments for companies operating in the software sector.
Adam holds a Bachelor’s of Science degree from the University of California, Davis.
Mike Grover is a senior healthcare IT executive with over 25 years of hands on experience in diverse sectors of healthcare. Primarily focused on developing software solutions, he has guided several organizations thru the complexity of HIPAA, electronic claims, and the emergence of an Electronic Health Record.
Mike has held executive positions with Accu-Med Health Technologies, Medical Communications Software and Fidelity National Commerce Velocity.
Grover founded Harvest Software and Percipio Technologies where he provided IT and software development services to a variety of industries including healthcare, finance, ecommerce and various membership-based organizations.
He has specific expertise in managing the software development life cycle (SDLC) as well as HIPAA and healthcare related standards such as HL-7 and X12 5010.
Mike is a Microsoft Certified developer and he holds a PMP certification. He holds a Bachelor’s of Science in Management from the University of Redlands and post graduate work at JFK University and Stanford Extension.
Most recently, Mike has been active in the behavioral health and long term care sectors.
Mike is an active racquetball player, woodworker and traveler. Raised in Mexico, educated in Canada and the US, he embraces cultural diversity and a commitment to community service.

Mr. Downing brings over 30 years of health care information technology, security and medical device expertise to Vital Data Technology. In this role, he leads the operational improvement and functional maturity of the company in pursuit of its mission to continuously deliver best-in-class client services amidst exponential growth. His tenure is well aligned, as exhibited by his most recent role as Senior Vice President of Operations with Inovalon, a health care information technology provider. There he was responsible for leading product operations and all financial performance metrics; revenue, gross margin and EBITDA.
Prior to joining Inovalon, Doug served as Chief Operating Officer of Rapiscan, a well-known global security screening company, where he oversaw the multi-national’s operational expansion, manufacturing, research and supply chain functions. Formerly Mr. Downing served as Masimo Corporation’s Vice President of Global Operations. At the patient monitoring company, he held similar responsibilities.
Mr. Downing was awarded a Bachelor of Science degree in Industrial Engineering from California Polytechnic State University in San Luis Obispo, California and his Master of Science in Systems Management from the University of Southern California in Los Angeles, California.
Chuck Rolfsen has over 30 years of experience engaging and expanding market share for Cloud-based payer-focused healthcare information technology solutions.
Formerly Chuck was the Chief Revenue Officer at Healthx, a healthcare engagement technology provider. There he was responsible for business development and marketing where he grew the client base from less than a dozen health plans over 185 payer clients representing 27 million member lives. He endeavors to do the same as an executive leader of Vital Data Technology.
Throughout his career, Dr. Spiro has significantly impacted health organizations by strategically applying his clinical insight to drive value. Most recently, he led Blue Health Intelligence’s development of new data services to aid member plans in understanding and using their data for decision making. Prior, he guided new initiatives for well-known health plans, Anthem and Medica, purposed to enrich provider relations and clinical management with technical advancements. He also founded Accolade, a platform for making benefit management easier for users, while enabling employers and health plans to control costs.
Dr. Spiro has been a strategic clinical leader for and to health plans and employers alike. As the Principal and National Clinical Practice Leader at Towers Perrin, he advised Fortune 100 companies in the development of corporate health strategies and developed novel health advocate and care coordination programs. Also, he has been a visiting professor of several schools, including the Harvard School of Public Health.
Dr. Spiro holds a Doctor of Medicine degree from the Columbia University College of Physicians and Surgeons and a Masters of Business Administration degree from the Northwestern University Kellogg School of Management.
Vice President of
Spence Allen has more than 25 years of experience in financial management with technology companies. He has played a prominent role in the successful public offerings of Jet America Airlines, PDA Engineering and Interleukin Genetics.
Allen received a bachelor's degree in engineering science from the U.S. Air Force Academy, a Master of Science degree in electrical engineering from the University of Southern California and an MBA in finance from George Washington University.
Laura is the Vice President of Client Partnerships at Vital Data Technology. In this role, Laura oversees all aspects of the customer life-cycle, serving as an ambassador for all clients and partners to ensure a world class customer experience. With her career spanning from nursing leadership, medical device sales and health care information technology account development and partner management, her clinically-founded expertise ensures her astute alignment with health plan goals.
Prior to Vital Data Technology, Laura was Director of Clinical and Client Services for IKS Health, the premier partner for ambulatory care organizations nationwide, where she was responsible for overseeing and managing the company’s two largest relationships Prior to that, Laura held the role of Director, Offering and Solution Strategy for Vizient, Inc. There she collaborated with solution stakeholders to ensure the company’s products aligned with the needs of their customers and facilitated definition of these needs through the coordination of solution strategy workshops and related customer needs discovery events. Prior to this role, she was the Senior Diabetes Clinical Manager with Medtronic and the Director of Care Coordination with WellMed Medical Management.
Laura holds an MBA, Dual Degree – MBA and Master – Health Systems from Texas Women’s University and a BSN, Nursing from The University of Texas Health Science Center San Antonio.
